Meanwhile, Iran perceives new equations that have turned its adversaries against it, from the Taliban in Kabul to a new Iraqi legitimacy. In this context, Al-Halbousi has threatened large-scale demonstrations at the same time that Qaani is preparing his militias to drag Syria into the quagmire of bombings. A car bomb has already exploded in Manbij, and these explosions could once again spread, reminiscent of 2003 after the U.S. occupation of Baghdad on April 9, 2003. The dual game at play here suggests that if Al-Halbousi proceeds with his move—despite Faiq Zaidan overturning Jassim Al-Omairi’s decision—and Qa'ani continues mobilizing his militias, both of whom are linked to Iran’s intelligence and the Revolutionary Guard, they may either achieve their objectives or fail entirely. However, both scenarios would plunge Iraq into chaos similar to the turmoil of 2014. Behind the scenes, reports indicate significant Iranian anxiety over an Iraqi military movement led by Ahmed Al-Shara, who possesses critical files against Al-Maliki and Iran’s allies in Iraq. This has prompted Izzat Al-Shabandar to visit Al-Shara to review the available information. Meanwhile, Iraq has yet to congratulate Al-Shara on assuming the presidency of Syria and is awaiting his attendance at the Arab League summit at the end of April in Baghdad. All of this unfolds against the backdrop of Trump signing a maximum-pressure sanctions order against Iran and his statement regarding long-term U.S. ownership of Gaza—his first and most explicit declaration of this kind as an American president. This aligns with a broader scenario involving the overthrow of Hamas, peace with Saudi Arabia, and intensified pressure on Iran.
