An agreement with new Syrian authorities in Damascus rules out military solutions for unresolved issues, with a delegation to engage in dialogue on the state’s future. 2. This decision followed a security meeting in Raqqa on Friday, attended by an International Coalition military official, senior SDF leaders, the General Command of Internal Security Forces, and tribal elders from Raqqa and Tabqa. 3. Abdi emphasized that "the Syrian crisis can only be resolved through Syrian-Syrian dialogue," reiterating the agreement with Damascus to exclude military solutions. He stated that "a delegation representing all components of the region will be formed to engage in discussions with Damascus regarding the future of the region and the Syrian state." 4. Abdi affirmed that the SDF "is open to integrating the institutions of the Autonomous Administration into the Syrian state, but only through consensus and after dialogue begins with Damascus." The SDF commander denied the presence of remnants of the previous regime in North and East Syria. He concluded: "We will work on issuing a general amnesty for public rights prisoners in honor of the holy month of Ramadan." A crucial matter remains: survival depends on its support base. If that base resembles Hamas’ in Gaza, it will ultimately be expelled.
