As the United States continues to shift back toward Great Power Competition, a long list of new weapons in development are now aiming to do far more than simply strike targets on the battlefield; they must now also play growing roles in the great game of deterrence, serving not just as physical embodiments of America’s kinetic will, but as looming threats in the minds of state-level actors who see America’s global presence as an obstacle between them and their strategic aims.
