$813.00 Long range budget build out to 1 mile. Has long range gotten too easy?

This is a 2 part series of trying to buy the cheapest 6.5 Creedmoor and using an Arken SH4 shooting it out to a mile. No chrono, no levels and factory ammo. Can we do it?
