This is from a recently unearthed VHS tape of Japanese broadcast TV from 1992. This is from a talk show called 素敵な恋をしてみたい (Sutekina Koi wo Shite Mitai). It's a short film called "When you wish upon a star..." and it includes the beginning and end host segments. It looks like it was filmed in and around Yokohama, I assume around the time the show aired.
