Hijla Mela was started on 3 February 1890 during the time of the then British District Magistrate John Roberts Castairs. It is believed that the fair was started with the aim of understanding the local tradition, customs and social regulation and to establish direct communication with the local people. In this context, the word “Hijla” is also believed to be derived from “His Laws”. There is also a belief that Hijla Mela has been named on the basis of the local village Hijla. In the year 1975, on the initiative of the then Commissioner of Santhal Pargana, Shri G.R. Patwardhan, the word tribal was added before Hijla Mela. The Jharkhand government decided to celebrate this fair as a festival from the year 2008 and in 2015 this fair was given the status of a state fair, after which this fair is known as State Tribal Hijla Mela Festival.

Generally this fair is celebrated in the Shukla Paksha of Magh- Phalgun. By this time, the villagers retire from agricultural work and are in a festive mood. The rich cultural heritage of the entire state is reflected in full glory and splendor with continuity amidst the backdrop of Sohrai festival, the ecstasy of spring breeze and the descent of Phalguna Shata. This fair shows a wonderful coordination of the shared heritage of not only the tribal communities but also the local non-tribal communities. The location of Hijla fair between the Mayurakshi river originating from Trikut mountain and the mountain plateaus gives it a unique beauty. Amidst the gurgling flow of the river, the chirping of birds, the human crowd dancing to the tune of Mandar, Dhol, Dhak, Jhanjh, Jhajhar spontaneously compels everyone to dance. It is as if the vibration of Hijla has pervaded every person and every particle of nature.

Hijla fair is full of diversity. On one hand, there is a display of tribal culture, dance and music, on the other hand, children's quiz, conversation, debate competition and discussion among intellectuals are organized on the inner art stage throughout the day, traditional stories are staged by college students at night, competition between cultural groups on the outer art stage and cultural evening in which national-international level artists perform, sports competition as well as shops related to books, food, entertainment, animals etc. are set up. Stalls are set up by the departments to make people aware of various government schemes, and demonstrations are conducted by the officials of Agriculture, ATMA, Horticulture and Fisheries to make the farmers aware of modern technology.
