The loops are all free Apple Loops but you may need to download the content.
To do this, click in the top menu - Logic Pro - Sound Library - Open Sound Library Manager, then under the list of "Additional Content Packages" scroll down to Legacy and Compatibility and install "Jam Pack Voices".
You will need to wait for the files to install, then they should appear in your loop library.
Note: you may need to click the drop down at the top of the loop library next to "Sound Packs", scroll to the bottom and choose "Reindex All Loops" so it shows up in the loop library immediately after downloading.
