Butcher is such a magnetic character within the universe of the Boys, even if i he doesn't have much power in terms of a bare-knuckle brawl with a supe. Despite that, he leverages his smooth-talking ways, charisma, and determination to do whatever it takes to get what he wants. And what he wants is certainly reasonable. Homelander's gotta go. But the way he goes about achieving this goal can be extremely underhanded at times.
Even through that, though, people LOVE this character (me included), mostly because he has such an insanely great presence on the show and (after seasons 2 and 3) has a lot of hidden depth below his masculine bravado. He's very angry, yes, but he's also very sensitive, and I think when we learn about his childhood, we can see that he's still kinda just a hurt kid inside who wants to protect his brother (now Hughie).
