They toyed with this idea a little bit during late season 2, but I never really forgot about it, always wishing that it would directly come back. And I was ESPECIALLY reminded of this fact after Starlight's path of brutality in season 4. While they definitely don't look or seem it, they are very similar characters.
Even with their stark difference in upbringing, they have a ruthlessness and instinct of brutality that most of the other "heroes" just don't have. And, even though they ended up on two separate sides of the issues (pretty much at every turn this season), I do think they follow a similar line of thinking. In fact, I think Annie knows this, but just doesn't want to admit it to herself, which is WHY Butcher bothers her so much.
