यह कहानी है चुलबुल पांडे (सलमान खान) की है, जो अपने सौतेले भाई माखनचन"मक्खी" पांडे, सौतेले पिता प्रजापति पांडे (विनोद खन्ना) और माँ नैना देवी (डिम्पल कपाड़िया) के साथ उत्तर प्रदेश के लालगंज में रहता है। उसके सौतेले पिता हमेशा मक्खी का साथ देते है जिसके कारण चुलबुल हमेशा गुस्सा रहता है। 21 साल बाद, चुलबुल एक पुलिस अधिकारी बन जाता है और एक गुंडों की टोली बैंक लूट कर पैसे गिन रही होती है तब उन गुंडों को मारकर पैसे बचा लेता है पर आखिर में सारे पैसे अपने पास ही रख लेता है। चुलबुल जो खुद को रोबिन हूड समझता है, लेकिन अभी भी उसके परिवार वाले उसे कुछ खास पसंद नहीं करते।
