National Route 299 is a route that runs from Chino City, Nagano Prefecture to Iruma City, Saitama Prefecture. It is one of Japan's most famous mountain roads, and the section from its starting point in Chino City to Sakuho Town is nicknamed the "Fairy Tale Road."

Mugikusa Pass is a pass between Chino City and Sakuho Town in Nagano Prefecture. It is also the border between the Minami-Shinshu region (Suwa region) and the Higashi-Shinshu region (Saku region) in Nagano Prefecture. It is 2,120 meters above sea level, and the highest point of National Route 299 (2,127 meters above sea level) is several hundred meters closer to Sakuho Town than the original Mugikusa Pass.

This pass is the second highest point on a national route in Japan, after Shibu Pass on National Route 292. The area around the pass is relatively gentle, but the slope is steep on both sides of the pass, and there are a series of narrow hairpin turns.
