Basically, when Oswald screams the second time, he fire multiple shots at his head. But that only cause his skin to fly off, leaving his head intact and him still alive. Because of this, he cries and just gives up on trying anymore. All he could do in that moment was sing till the moment was over.
Hopefully this makes sense as I thought this would be cool to add to his character I guess
