In October 2024, Francesca Albanese, the United Nations Special Rapporteur on the situation of human rights in the Palestinian occupied territories, presented a grave assessment of the ongoing conflict, particularly in Gaza. Her report highlighted that there were reasonable grounds to believe that Israel had committed acts of genocide in Gaza, which she argued were part of a broader, decades-long process of territorial expansion and ethnic cleansing aimed at the eventual elimination of the Palestinian presence in Palestine.

“The violence that Israel has carried out against Palestinians since October 7 is not isolated; it is part of a long-term, planned effort to force Palestinians out of their land and replace them. This situation threatens the future of the Palestinian people in Palestine. Countries around the world must act now to prevent further atrocities and protect human dignity.”
Francesca Albanese is an Affiliate Scholar at Georgetown University’s Institute for the Study of International Migration and a Senior Advisor on Migration and Forced Displacement at the Arab Renaissance for Democracy and Development (ARDD). She co-founded the Global Network on the Question of Palestine (GNQP), a group of experts focused on Israel/Palestine.
Ms. Albanese has published extensively on the legal issues surrounding Israel/Palestine, including her book Palestinian Refugees in International Law (Oxford University Press, 2020). She teaches and lectures on International Law and Forced Displacement at universities in Europe and the Arab world. With a decade of experience as a human rights expert for the UN, she has advised governments and organizations on human rights, particularly for refugees and migrants. She holds a Law Degree from the University of Pisa and an LLM in Human Rights from the University of London, SOAS.She has been UNs Special rapporteur for the Palestinian Territories that have been occupied since 1967 since May 2022.
