As well as the later additions to the cannon which JK Rowling coughed up one day for the sake of seeming inclusive, particularly Murphy McNully.
Why does disability in the Wizarding World seem to make no sense? Are there reasons behind the lack of responsible inclusion? Or did Joanne simply not think that far ahead?
