There is no clear description of how it was developed, but from fragments written in various documents, the story that it was created by a descendant of Judau somehow spread on the Internet. I've done as much research as I can on the literature of the ∀ Gundam that has been released, but I still don't think there is an official setting.
(In the first place, Judau is not identified as Grey Stoke.)
The Turn X was designed by Sydney Jay Mead based on the concept of an anti-hero, but I think that combined with the personality of the pilot, it made for a very impactful mobile suit.
When it first aired, I was a junior high school student and didn't like the design of the ∀ Gundam, so I didn't watch it, but when I watched it as an adult, I was immersed in the worldview of the British expansion into the Americas during the Industrial Revolution. It was a very interesting work that gave me the feeling of knowing how wars happen. Although it is a work that I can understand why there is controversy, I think it is a good work with a nicely organized story, so if you haven't seen it yet, I highly recommend you give it a look!
