How To Fix Your AC Outdoor Fan Will Not Turn On. I felt the top of the fan motor on my outside ac unit and it was severely hot. I spun the fan with a stick to get the fan to turn and once the house got cold enough I started to diagnosis the problem. I quickly found out that I had a bad capacitor.
