The Rashtriya Rifles are an Indian counter-insurgency force that was formed in 1990 to specifically serve in the Jammu and Kashmir regions. They also maintain public order by utilizing the Armed Forces (Jammu and Kashmir) Special Powers Act, of 1990. (AFSPA). The Indian Army reconstituted two corps to form the RR (about 75,000 troops). Its personnel is deputized from the Indian Army. The RR is led by an Additional Directorate General of Rashtriya Rifles (ADG RR).
Despite inherent weaknesses in their class and composition, the first RR units performed admirably. They were raised on an all-India/all-class basis, with troops from across the army, with the logic being that, because the units were going to fight an insurgency, there should be no room for vested interests to accuse a battalion of bias based on class or regional characteristics.
