unlocks in old sharlayan near the summoning bell. must have endwalker msq done 6.0 and have a crafter or gatherer at level 10. head to bestway burrows to get to the moon base. talk to researching way to get your tablet and open the coffer to get your tool. talk to him again to get the rest for free. Go in the green planet icon on the tablet to accept missions to collect data to upgrade the tools. every mission you do gives data for the tool, and if you manage to score high enough points it will give you max rewards and data. once the data bar fills you can talk to researching way and upgrade it to the next version. rinse and repeat until you reach the 9th upgrade. mech ops fates give you a bonus if you are support for 20 missions until it pops again.
