earplugs 4 is not optimal but a very fun strat nevertheless. I use it to cancel the TCS hitlag and get a hit on the head everytime before the dive bombs... still whiffed a few hits - a perfect run with earplugs 4 could probably get close to sub 2'40 but if you are looking to get the fastest TA time on tempered ruiner just go with earplugs 5
