Staffing in the air traffic control tower at Washington, DC’s Ronald Reagan National Airport was abnormal at the time of a deadly crash, according to a report. The Federal Aviation Administration found that staff levels were “not normal for the time of day and the volume of traffic”, in a preliminary report after 64 people were killed onboard a flight from Kansas which crashed into a military helicopter. The controller who was directing helicopters was also instructing planes, even though these jobs are typically assigned to two people, The New York Times reported.
