In Empire City, a bike courier named Cole MacGrath is doing his rounds until he gets a phone call instructing him to open a package.
When he opens it, several city blocks are destroyed and he wakes up with superpowers. What follows is a trio of stories revolving around government conspiracies, secret organizations, morality, and rampant corruption.
