የኢንደስትሪ ፓርኮችን እና ነፃ የንግድ ቀጠናዎችን የሚዳስሰው “የዕድገት ጎዳና “ የተሠኘው ፕሮግራም ኢትዮጵያ አለማቀፍ አምራቾች እና የውጭ ባለሃብቶችን ለመሳብ የምታደርገውን ጥረት በማስተዋወቅ የኢንደስትሪ ፓርኮች እና ነፃ የንግድ ቀጠናዎችን ዝግጁነት እንዲሁም የከተሞቿን ገፅታ እና የአገልግሎት ተቋሞቻቸውን ከአለማቀፍ የንግድ ስርዐት መለኪያዎች ጋር እያነፃፀረ መልካም ጅምሮችን የሚያበረታታ እና ክፍተቶችን የሚጠቁም ለሀገሪቱ ኢኮኖሚ ዕድገት የበኩሉን ድርሻ የሚጫወት ፕሮግራም ነው ፡፡
