In 1998, Williams signed a deal with BMW which meant that BMW would supply engines among other things. The problem was- That not long after the deal was signed, pretty much everyone involved with the deal was gone and was replaced by people more focused on dollar (Euro) signs than they were on racing. Which is never going to work- I call it the Boeing Effect. So Williams had to design a good car, BMW had to design a good engine and it looked like BMW was focused on beating Mercedes and making money than they were about actually racing.
