Not every episode of Batman: The Animated Series is a masterpiece, and The Cape and the Cowl Conspiracy often lands in the shadow of the series’ best. However that doesn't mean that it's bad. For one thing it's an adaptation of a comic book story, and the villain, Josiah Wormwood brings out Batman's more dramatic side.
Some fans compare Wormwood to The Riddler, arguing that both love testing the Dark Knight’s mind, but their motivations couldn’t be more different. He's more like the Riddler you'd get from wish.com!
