In part three of their investigation into lottery scams against the elderly, "Dan Rather Reports" visits Jamaica, the epicenter of the international scamming industry. The country's history has helped shape how lottery fraud is viewed there- many consider scams against Americans to be reparations for hardships suffered during Jamaica's time as a former slave colony. One popular reggae song promulgates this view to a catchy beat.
Dan Rather also finds a scientific explanation as to why seniors are particularly vulnerable to these schemes.
