Kawasaki FH601V Governor problem - Revs high RPM, Oil leaks, Knocks

Just bought another Scag Tiger Cub to fix up. Mower has 1700 hours. She is a basket case but I'll have her ready for mowing season. The motor revs way past 3600 rpm. One of the BDP-10A (PG) pumps need rebuilt. Tires look original, almost bald! Hand grips are about shot. I wouldn't doubt that this mower has never had any major service in it's 1700 hour life, these mowers are absolute tanks and one of my favorite small deck ZTR's.
