Russian President Vladimir Putin has told Ukrainian troops in the Kursk border region to lay down their arms or face losing their lives, as Moscow's counter-offensive appears to gain pace. After talks with the Kremlin, the US says it's now cautiously optimistic a ceasefire deal can be reached, but Russia is still yet to agree. Ex-central banker Mark Carney has been formally sworn in as Canada's new prime minister.
