Ukrainians appeared at Issyk-Kul Lake in Kyrgyzstan during the 19th century, the Russian Empire expanded into Central Asia, including the Issyk-Kul region. Ukrainians, as part of the empire's population, were among the settlers who migrated to develop these new territories. This was often tied to military campaigns, agricultural resettlement policies, and opportunities to escape serfdom or poverty. Ukrainian settlers were often skilled farmers and craftsmen, and their expertise was valued in developing new regions.
During the Stalinist era, particularly in the 1930s–1940s, Ukrainians were deported to Kyrgyzstan and other parts of Central Asia due to political repression, collectivization resistance, or for industrialisation purposes.
Post-World War II policies also saw Ukrainians relocated as part of labor resettlement programs to rebuild or develop remote Soviet territories.
