As a promise for some friends here, I made a simple 10 minutes video tutorial (the actual sculpting time took about 40 minutes), making figurine hair. So you'll have the idea of how things come out step by step.
I use my wooden tools as usual, you may use any kind of tools as long as the result is good. The face/head I made just for an example, I'm not going to do anything with the face so I leave it unfinished like that. Just focus on making hairs. I didn't look on any drawings or pictures when sculpt this figurine, just float with the clay, follow how it goes. You can look at your reference or designs if any.
Keep these in mind, no matter how you do it:
*Always start from big portion of hairs first, don't just go right to the detail hair lines. When you are done and happy with big portion of hairs, go making the lines, make it like when you are drawing a sketch.
But before that, use nail polish remover and nylon brush, nail polish remover volatilizes fast, so I usually put it in a small container with cover. Thus would smooth out the surface, and harden the surface a bit. You are actually rinse the brush, not just paint the liquid on. So make sure the brush is rinsed each time without the clay scrap. Get fresh liquid when it's too messy
* Make more definition before drawing fine hair lines. Make more lines and details in deeper areas. Less lines on raised hairs which will make it look shiny in layers.
*Don't do the lines all the way. It will end up like yarns or brushes. You may use the knife to cut open some outstretched hairs. Fix a little bit the sharp edges with your fingers or tools.
As you can see, I use wooden tools for hair in angle, that would make better lines without going back and forth to fix it because some tools you use maybe too sharp for it. "Important point: don't make the hairs in crossing lines." Even they look across but they don't in reality. Hairs are in layers, well, usually...
