In Red Alert 2 we barely had any commando. There was only Tanya who was mostly an infantry unit since she was just as strong as a seal and you could train as many as you wanted. Soviets were also lacking a lot in the infantry part.
In Yuri's revenge, they fixed this part by giving a commando to each one of the three factions. They were quite special and unique being able to have only one of them in the battlefield.
In Mental Omega this went a step even further. Every faction, including sub-factions, were given at least one Commando. Thus, out of the 12 factions, there were available 14 Commandos overall.
Mental Omega tried to make every Commando quite unique. Given the fact that there are already too many units, this would be hard to do so. However, the Commandos are indeed quite unique and each one of them has also his own voice lines.
