In this wargaming terrain building tutorial I build some really easy concrete barriers out of foamboard and PVA glue, using very basic tools (pretty much a craft knife and a pencil). This tutorial shows these made in roughly 28mm scale, but you will see from the video it is very easy to scale these up to whatever your needs might be. The black Mod Podge mix I use is just as described in the video, roughly equal parts water and Mod Podge, and then some black to colour. You could probably do the same with your PVA glue, however you will likely get a more glossy finish after this step.
