世界的なイベントとなる万博は、各国の出展や要人来訪、不特定多数のひとが来場するため、ドローンを飛行させるのは危険性が高いため、大阪府では条例を設けて全面的に飛行禁止としています。大阪府は、2024年11月13日に大阪万博の円滑な準備・運営を確保することを目的として、ドローン等の規制を行う条例を制定しました。（大阪府条例第六十二号）
飛行禁止期間 2025年1月19日から10月13日まで。
実際の開催は4月13日からですが、準備期間を含めているので、1月19日から適法となるため注意が必要です。
無許可飛行の罰則規定
1年以下の拘禁刑又は50万円以下の罰金です。

No-fly period: January 19th to October 13th, 2025.
The actual event will start on April 13th, but please note that this includes the preparation period, so it will become legal from January 19th.
Penalties for unauthorized flight:
1 year imprisonment or a fine of up to 500,000 yen.

無人航空機を特定飛行させる者が、事前に当該飛行の日時、経路などの事項を記載した飛行計画を国土交通大臣に通報する制度です。飛行計画の通報をせずに特定飛行を行った場合、航空法第157条の10に従い、30万円以下の罰金が科せられます。
