Perp With Multiple Warrants Flees GSP and Crashes Into Sheriff's Deputy

On November 26, 2023, I TFC Nicholas Guerra #139 was patrolling west on Bells Ferry Rd in Cherokee County when I observed a Silver in color Hyundai Santa Fe traveling 75 mph in a posted 40 mph zone East on Bells Ferry Rd using my department issued RADAR. It should be noted that this vehicle had previously fled from Cherokee County Sheriff's Deputies prior to this incident. I observed a GA Tag (CVC7593) displayed on the rear. I turned around and activated my emergency lights and sirens and attempted to perform a traffic stop. Upon attempting to perform a stop, the driver of the Hyundai Santa Fe began to accelerate, disobeying multiple red traffic-controlled devices while operating the vehicle in excess of 20 miles an hour above the posted speed limit. The driver also fled in traffic conditions which place the general public at risk of receiving serious injuries. The driver, who was later identified as Rumph, Demetrius Xavier D.O.B. / /1988 (who had multiple warrants and previously fled on foot from Cherokee County Sheriff's Office) accelerated and continued east on Bells Ferry Rd. At this point, the driver had placed the general public, himself, and me at risk of receiving serious injuries by traveling at speeds in excess of 20 mph over the speed limit, failing to maintain his lane, failing to obey any traffic control devices/signals, and fleeing from Law Enforcement. Rumph showed no regard for the motoring public, any state laws, law enforcement, or himself. To preserve life and public safety, I felt the pursuit needed to be terminated immediately. I felt that the use of stop sticks was too dangerous, and at the time there were not any known law enforcement officers ahead of the pursuit. Upon approaching the entrance of I-575 South, the accused failed to maintain his lane striking a fixed traffic pole and leaving the roadway. Rumph continued through the grass and re-entered the ramp onto I-575 South. He continued onto I-575 South before taking the exit onto Ridgewalk Parkway. Awaiting at the top of the exit were TFC Tennant #771 and a Cherokee County Sheriff's Deputy. Both Trooper and Deputy were in fully marked patrol vehicles with emergency lights activated. Upon approaching the top of the intersection of Ridgewalk Parkway Rumph accelerated onto a concrete median towards a Marked Cherokee County Sheriff's Deputy patrol car. Rumph used his vehicle and struck the patrol vehicle so hard it caused the patrol vehicle to rotate clockwise and strike the Deputy causing him to be knocked down forcefully into the roadway. Rumph then exited his vehicle and begin to flee on foot eastbound from the crash scene. I exited my patrol vehicle and immediately gave chase on foot. While engaged on foot, myself and TFC Tennant #771 gave multiple verbal warnings to stop. TFC Tennant #771 then deployed his department issued Taser 7 causing the desired effect, neuromuscular incapacitation. Rumph then fell to the ground where he was placed in custody without further incident. Upon the arrival of Woodstock Fire Department, the Taser 7 probes were documented and removed. Rumph was also evaluated by Woodstock Fire Department. It should be noted that he was then transferred over to Cherokee County Sheriff's Office Custody for charges and transport to jail.
