The route is to take a bus to Nasugbu, then take a three-hour boat ride that only runs once a day. Since it is impossible to tell when the boat will depart, you need to stay the night before in Nasugbu. You can do this with Agoda.
It is best to make reservations in advance for accommodation on Lubang Island, but apparently there are no reservations when you call the accommodations recommended by the island's tourist association.
Also, according to information, there is a chartered Cessna flying from Manila Airport. It costs 35,000 pesos for a six-seater. This is currently under investigation.
