Chanakya is known by many names—somewhere as Vishnugupta, elsewhere as Kautilya. He was a man of immense talent who never aspired to become a king himself but was the maker of kings. We all know of his pivotal role in establishing Chandragupta Maurya as the ruler of the Mauryan Empire. More than just a philosopher and guide to the Mauryan king, he was also the brilliant author of the Arthashastra, a foundational text on science of politics and governance.
Although the Arthashastra came to wider attention only in 1909, following the discovery of its manuscript in 1905—as noted by Dr. R. Shamasastry—it remains a remarkable treatise on statecraft. The book covers every aspect of administration, from municipal governance to the judicial system, in extraordinary detail.Among its many contributions, Chanakya paid special attention to the creation and functioning of a spy network. He discussed in depth how spies should be recruited, trained, and managed both within the state and in foreign territories. Kautilya also outlined the pay structure, rewards, and punishments related to the success or failure of their missions.
The Arthashastra is widely recognized by scholars around the world as a pioneering work in the field of state administration.
