10 Arkansas small towns with the worst poverty. 10 Poorest towns in Arkansas. Today we are going to take a look at Arkansas and the mess that it is. According to the U.S. Census Bureau, the national poverty rate was 11.8% percent or 38.1 million Americans in 2018. These states have the highest percentages of poverty in the country: Mississippi, New Mexico, Louisiana, West Virginia, Arkansas, Kentucky, Alabama, District of Colombia, Oklahoma, South Carolina and the territory of Puerto Rico. So why are we starting with Arkansas? Last month I got an email from a guy named Glen in Little Rock who said I best not put Arkansas in my mouth again.
