The Cleveland Browns, what a concept. A playoff team 3 times since their return to football in 1999, there have been a lot of lowlights at the quarterback position.
However, there has also been glimpses of strong play, and in rarer cases great seasons. Thus, ranking the 40 quarterbacks that have started for them since 1999 means we can literally go up from here, as we more and more positive as a ranking goes on. And it hits a little deeper for me as someone that has grown up a Browns fan and loves the city of Cleveland.
