The background here is that Garak has been exiled for a long time among a people that hate him, and has wanted to return to Cardassia. He's labored for years as a tailor in bitter loneliness, resenting the menial task when in the past he was a powerful man in the Obsidian Order.
So at the beginning of this two-part episode, he takes pleasure in blowing up his own tailor shop as a means of escaping assassination. He and Odo go on a sort of buddy-cop adventure only for the tables to turn and Odo ends up captured and Garak is given the chance to reconcile with his mentor (and secret father) Enabran Tane - head of the Obsidian Order.
Things get tense when Garak is asked by Tane to torture Odo for information about the Founders. There are lots of great moments, but ultimately Garak and Odo escape and return to DS9 as the Dominion wipes out both the Obsidian Order and the Romulan Tal-Shiar.
And so Garak returns to DS9 - to the shop he blew up himself. He will not return to Cardassia. He will remain in exile and disgrace. But at this low point, Odo visits him and extends a rare olive branch...
It's a great moment for both Odo and Garak as characters, and a good example of the interplay and development that made DS9 such a great series among the Star Treks.
