This is the Predacon Rebel Megatron (Voiced by David Kaye) who stole the golden disk, went back in time to Earth to Earth to kill Prime before G1. This is not the leader of the Decepticons Megatron.
Yes there is a 17th body, Megatron's spark also inhabited Thrust's body, but I realized it after I made the video. You can see Thrust at 6:05 but it's not the part where Megatron has control of his body.
