LITTLE EXPLANATION:
Stormbringer happened a while ago, Chuuya turned seventeen though Dazai is still sixteen. They're just two teenager who are SO deeply in love with one another to the point of obliviousness, the Port Mafia is sick of their sh!t.
Mori set a mission for SKK, an ally of the Port Mafia recently betrayed them so they planned revenge against the leader of the organisation.
The leader had a son who was getting married to a girl who they discovered to be forced in this arrangement so Chuuya decided to help the bride. The warning to the organisation was a gift to the leader aka his son's dead body!!
The girl who Chuuya helped, Kokoa,was a bit too friendly and things escalated to her helping Chuuya get married to his crush - Dazai. Kokoa's girlfriend, Fuyumi, and the priest who actually raised Fuyumi also helped in their marriage.
So Chuuya and Dazai got married in that mission (first as a 'inside joke') but decided not to tell anyone in the Port Mafia.
On Dazai's 17th birthday, the relationship developed into romance. They returned back to the church a week later to marry a second time but this time, it was real instead of it being a joke. They still kept it as a secret though they planned to tell the Port Mafia at 18... but you know what happened next :/

Since Dazai left the Port Mafia, it was clear their relationship became forbidden therefore they kept it a secret for years. Chuuya learnt a lot about Dazai relationship with Mori as well as the Port Mafia so he decided to never tell them because they don't deserve to know, at least until they can assure they're safe or have someone they could trust. After Dazai joined the ADA and years passed by, Chuuya felt like ADA is trustworthy that's why he didn't hesitate to tell them in the video!!
Dazai left the Port Mafia but he didn't leave Chuuya behind, he left a note explaining his plans to honour Odasaku's last words and Chuuya understood the situation. Then Dazai and Chuuya met again a year after he left at a secret house away from the Port Mafia and the ADA where they now lives.
