Here is the approach laid out.
1. Know your format
What format am I building for?
What Pokémon/archetypes/teams are strong in this format right now?
2. Have an idea
What can I use that's strong in the meta?
What can I use to counter this meta?
What specific Pokémon do I want to use if any?
3. The Core
What is my core?
What is the game plan of the core? What archetype does it fall under?
What are its weaknesses?
4. Fill out the Core
What offensive synergy will benefit my core?
What defensive synergy will benefit my core?
5. Consider Weaknesses and expand
What supportive options benefit my core?
How much speed control does my team have?
What meta matchups would give my team trouble?
What modes could be added to improve a wider array of matchups?
What modes could be added to improve synergy within the team?
6. Find the Details
What move sets and items will I use?
What specific EV investments will I need?
7. Playtest and Adjust
What Pokémon have I not brought in a long time?
What opponents am I losing to the most?
What moves/items/abilities are not working on the team?
What has been working well on the team?
