This is The Wizard of Oz board game from Cadaco! This game is part of a series of licensed games that Cadaco released in 1974. There isn't much information available as to who designed the game, but it's plain to see that it relies more on the license than fun factor for its appeal. Game play is based around using a spinner to determine player moves, and very little strategy is required to play. Very little... it's almost none... you get one decision... and it's dumb.
