Starting a new 100% "Hardmode" career in a Type IIA boat in the standard install (no mods). So that's why I could not get the value to change with the mouse scroll wheel. Additionally, others have commented below that you can also click into the data entry box and use arrow keys to help enter larger numbers. It's still odd how the data entry works on the crew menu in light of all other data entry in the game and any other textbox you may have used in the last half-century. For me, it's kind of a moot point anyway, because 9 is plenty large enough of a priority for anything I need the crew to do. My thanks to all who have posted their helpful suggestions below!
