ក្រុមហ៊ុនវីដេអូ វត្តភ្នំ បានបង្កើតឡើងតាំងពីឆ្នាំ១៩៨៤ ដែលស្តិតក្រោមការគ្រប់គ្រងរបស់មន្ទីរ ឃោសនាការ និងវប្បធម៌ រដ្ឋធានីគ្រប់គ្រងដោយសម អុីង វេងអៀង ( ជាកូនលោក អុីង បុិច ដែលជាម្នាក់ក្នុងចំណោម ៧នាក់បានរស់រាន្តមានជីវិតពីគុកទួលស្លែង) និងជាកូនតែម្នាក់ក្នងចំណោមគ្រួសារជាង៤០នាក់ដែលរស់ពីស្លាប់ក្នុងរបប ប៉ុលពត។
Wat Phnom Video Company was established in 1984 under the auspices of the Capital Department of Propaganda and Culture, managed by Ing Veng Ieng (son of Ing Pech, one of the seven survivors From Tuol Sleng Genosidal Prison) and was the only child of more than 40 families who survived the Pol Pot regime.
