"Kappa" is a type of goblin that appears in Japanese folklore, and has a plate that looks like a baldness on top of its head.
"G3" is a play on words, because it sounds like “jisan” which means an old man in Japanese.
"Kappa G3" is an old man with baldness similar to the plate on the head of a "Kappa"
Once kappa was depicted as a mischievous goblin, but now its image is more friendly and cute, and it is used as mascot characters for companies and public institutions.
