The European Defence Agency has been created to help EU Member States develop their defence capabilities for crisis-management operations under the European Security and Defence Policy. The primary role of EDA is to enable EU Member States to improve the effectiveness of their defence expenditure.
For this reason, the European Defence Agency is leading harmonisation efforts between members. This harmonisation will improve regulations, processes and procedures and is enhancing military cooperation through efforts such as MARSUR. MARSUR has 15 EU members and is coordinating the operations of their navies to help provide a more accurate maritime picture.
