Palpatine closes his eyes and tries to meditate, clearing his mind of all that he discussed with his master today. Right now, their plans do not matter and what he should be thinking about is peace and calming himself to prepare for their next step.
But as he takes a few deep breaths an the peace does not come. Though his master assures him that everything is going according to plan, it is precisely this plan that concerns the young Senator.
Plagueis has revealed everything to him. He intends to seize power in the galaxy in the name of the Sith, sowing terror to discredit the Jedi and the Republic and allowing them to take power. The idea is sound, but it also feels rather incomplete.
The Senator is no friend of the Jedi and is painfully aware of the shortcomings of the Republic, but Plagueis is no politician. He is far more optimistic at the galaxy’s willingness to accept their new regime. Neither the Republic nor the Jedi are indeed popular now, being seen as shadows of their former self, but Palpatine also knows that if they establish their order, they must have something to show for it. Peace, order, prosperity.
And while he fully intends to deliver on that, he is not sure how, especially with how the Sith operate. They are designed to operate in the shadows, with only a Master and an Apprentice, hardly enough to run something like the Galactic Republic. And that is assuming they can work in tandem, which they can never do, as one must end up slaying the other.
In some ways, the Sith are no different than the Senate, a pit of worm-rats trying to climb over each other to reach the top. How can he act when he is stuck fighting his own master? No, it will only be a matter of time before something or someone decides to try and overthrow them even if they establish their order.
In contrast, he is more impressed with the Jedi and their system. Though blinded by their dogma, the Jedi are in a far more influential and advantageous position. They have the numbers, the precedent, and the prestige to influence. They already play a major role in galactic order, and with enough effort, they can do much more.
But getting into this Order is the challenge. With all of their rules and regulations, he would have a better chance of becoming chancellor than even a Padawan.
Palpatine’s mind swirls as he considers all of this. His mind was already running through the possibilities and coming up with an idea. If they will not allow him to be a Jedi, he shall make the Jedi his.
He opens his eyes and searches his records for someone who meets his needs. He needs a Jedi who shares his misgivings about the status quo and one willing to bend the rules to get results. There are more than a few of those, but one Jedi in particular gets his attention. This Master was recently involved in an investigation for the murder of one of the Jedi Council on Raxus Secundus.
Although they were successful, the after-mission report also chastises this Master for his reckless action, despite it resulting in them learning the truth. Master Dooku. The more Palpatine looks over his record, the more he is convinced that this is the one he should be working with.
Dooku is an accomplished Jedi, respected in the Order and famous for his skill with the lightsaber. And yet, he’s constantly been passed over for a seat in the Jedi Council due to his reckless and radical thinking. He has often broken the Jedi Code in favor of more dramatic action. In other words, doing what needs to be done.
This time is no different as the Jedi Council chooses to elevate his partner, Mace Windu, to replace Master Katri. Palpatine smiles and sends a message to Dooku, offering to meet him and discuss these recent events.
The next day, Count Dooku appears in his office, bowing his head respectfully.
Dooku: Senator, I must admit I was surprised when I heard you wished to speak to me.
Palpatine: Your confusion is understandable, Master Jedi. But after our meeting, I think you will see that we have a lot in common and that our relationship will be quite beneficial.
Dooku: We shall see, but I am not a man easily convinced.
Palpatine: I have read about your actions on Raxus Secundus. I can imagine how difficult it was to be placed in such a situation, but you handled yourself admirably. And yet you find yourself being punished instead of commended. I think we both know why that is the case. The Jedi fear rocking the boat, even if it means allowing corruption to thrive. To them, defending peace means simply defending the Senate, no matter what they do.
Dooku: I thank you for these kind words, Senator. I am glad that a few still understand my actions. But that still does not answer my question. Why did you summon me here?
