In 1999, the FIA began to suspect that a team had been cheating to try and gain an advantage, but the FIA was unable to prove that any cheating had actually been done. So they came up with a way of how to police this cheating, but couldn''t. So in the end they just said 'ah go on then, use it if you want' and just let them come up with their own traction control systems. So who was supposedly cheating and how did they do it?
