This is because the Embassy and Consulate is wanting to confirm that you are travelling back to your country of origin and not looking to migrate permanently to the Schengen region.

These are tickets for your entire trip to the Schengen region that have been reserved for up to 3 weeks but are not 100% paid for. Meaning that when the Embassy checks your reservation number (PNR) with the airlines' website, they will be able to validate that you actually have a flight.
