In his quest to rule the martial world, the third helmsman of the Golden Dragon Sect Yan Zongqi conspires with the drug kingpin Wu Qiong to dethrone the helmsman Xie Wuyang and seize the secret book of Wind and Thunder Decree. Second helmsman Li Laishun is killed and made the scapegoat for Yan's thwarted attempt to force himself on the fourth helmsman Tong Wanling, while the murder of Xie's wife is framed on Tong. Expelled by Xie, Tong keeps Xie's daughter Xiaohong from harm by seeking the shelter of her maternal grandparents, Twin Elders of Heaven and Earth, who train the granddaughter in swordsmanship. Poisoned and pressed to surrender the secret book, Xie is thrown into the water dungeon when he stumbles upon the elusive secret book and masters the art detailed in it. Tong returns and resolves the misunderstanding with Xie to take on the conspirators. Wu is killed by Xie while Yan perishes under Tong's sword.
